CAPT Pacek retired from the
Navy in 1992 after 27 years as a Surface Warfare Officer. While primarily
a Cruiser/ Destroyer sailor he also served in Amphibs and as a Swiftboat
OIC in Vietnam. He served as the commissioning XO of OLIVER HAZARD
PERRY (FFG-7) homeported in Mayport, FL, then commanded USS KING (DDG-41)
homeported in Norfolk, VA.
After CAPT Pacek left KING,
he served in the office of the Chief of Naval Operations as Deputy
Director for Information Systems. This involved developing strategy
for implementing Information Resources Management aspects of Goldwater-Nichols
Defense Reorganization Act of 1986 which integrated USMC and USN activities
for policy and separated program execution at the Service level. He
also chaired the Navy Paperless Ship Working Group which explored
the use of technologies such as CD-ROM and WORM in shipboard environment.
In 1987, CAPT Pacek’s
assumed the duties of Commanding Officer, USS HALSEY (CG-23) in San
Diego, CA. While aboard HALSEY, he developed a tailored training program
to modify "Hot War" tactics, techniques and procedures for
the peacetime engagement environment of the Persian Gulf. Other achievements
aboard HALSEY included defining the role of the Air Warfare Commander
for Joint Task Force Middle East, launching a project to identify
methods of reducing administrative workload, and achieving a threefold
increase in productivity through functional integration and the introduction
of automation technologies such as PC networking and optical-storage
based document management systems.
After leaving HALSEY in 1989,
CAPT Pacek reported to the United States Joint Military Staff in Washington,
D. C. as Chief of the Joint Exercise and training Division. He was
the principal planner for exercise and training including Program
Manager Responsibilities for the $400M Annual Joint Exercise Program
comprising over 100 annual Joint Staff or Combatant Commander sponsored
exercises: live, simulated, command post, computer-assisted and hybrid.
CAPT Pacek also guided the establishment of a field activity, The
Joint Warfare Center, as the center of excellence for the use of computer
simulations in joint training.
Upon retiring from the Navy
in 1992, CAPT Pacek became the Vice president for Operations of Advance,
Inc. in Arlington, VA., a small information technology consulting
and integration services firm specializing in networking, imaging
and software development.
In 1995, CAPT Pacek went on
to serve as the Senior Vice President, Information Services and Customer
Care, for United States Satellite Broadcasting, Incorporated (USSB),
St. Paul, MN., one of two initial providers of Direct Broadcast Satellite
(DBS) television entertainment programming based on digital satellite
broadcasting technology.
CAPT Pacek then went on to
serve as Executive Vice President and Chief Information Officer of
DIRECTV, Inc., El Segundo CA. He re-engineered systems development
and technical architecture supporting all sales channels, marketing,
and customer service businesses including provisioning, billing, customer
support, sales/customer analytics, and financial and supply chain
systems.
CAPT Pacek has a Bachelor
of Science degree in Economics from the University of Wisconsin in
Madison, a Master’s of Science degree in Computer Systems from
the Naval Postgraduate School in Monterey, CA, and a Master’s
of Art in National Security and Strategic Studies at the Naval War
College in Newport, RI.
CAPT Pacek and his wife Kathleen
moved to Williamsburg (Kingsmill) from Los Angeles in 2006. Since
leaving DIRECTV, he spends his time as an operations and infrastructure
advisor to start up businesses while trying to improve his fly fishing
skills and contemplating a run at learning how to play golf.
