Admiral Sharp is an adjunct research staff member at the Institute for Defense Analyses. He specializes in assessments of the operational effectiveness of weapons, command and control, and surveillance systems to satisfy military requirements. Admiral Sharp was on active duty for 31 years.

Admiral Sharp's was General Schwarzkopf's chief planner and strategist at the U.S. Central Command prior to and during the 1991 Gulf War. As Director Plans and Policy (J-5), he did the theater campaign and ground operational planning for Operations Desert Shield and Desert Storm. He was responsible for planning the integrated operations of coalition forces.

In 1986 and 1987, Admiral Sharp commanded Battle Force Sixth Fleet (Task Force 60) and John F. Kennedy Carrier Battle Group. He commanded a battleship battle group during another deployment and he also commanded Cruiser Destroyer Group Two. He was the Investigating Officer of the Iraqi attack on the U.S.S. Stark. During this period he received his second star.

As a flag officer on the staff of the Chief of Naval Operations (OPNAV), he was Director Program Resources Appraisal Division (N-81), and later, Assistant Deputy CNO for Surface Warfare.

While a Destroyer Squadron Commander in October 1983, he commanded 7 warships during Operation Urgent Fury to liberate Grenada. He deployed warships close to the coast in support of combat operations by Army, Marine and Special Operations forces. His ships also implemented a quarantine to prevent escape of hostile forces or their resupply from the sea. In February 1984, he assumed duties as Chief of Staff to the Commander Sixth Fleet. In November 1985, he was promoted to flag rank.

Admiral Sharp commanded U.S.S. Dupont (DD-941) and U.S.S. King (DDG-41). He commissioned the U.S.S. King after it completed a mid-life conversion and deployed to the Mediterranean. He was Head Program Plans Development branch (N-801) OPNAV. He served in Vietnam where he was involved in the pacification effort. For his planning of the 1991 Gulf War, he was awarded the Defense Distinguished Service Medal and the Navy Distinguished Service Medal. His other awards include the Legion of Merit (5 awards), a Bronze Star Medal, a Combat Action Ribbon, and numerous campaign and service awards.
