Commander Redd graduated from the United States Naval Academy in 1966. Immediately followig graduation he studied as a Fulbright Scholar in Uruguay.

At sea, Commander Redd has served in USS WALKE (DD-723) as CIC Officer and Navigator, USS EDWARD McDONNELL (FF-1043) as Operations Officer and Navigator, and USS THOMAS C. HART (FF-1092) as Executive Officer.

Ashore, Commander Redd served as Exchange Officer at the Mexican Naval Academy and graduated with distinction from the Armed Forces Staff College. He also studied at the Naval Post Graduate School, receiving the Master of Science degree in Operations Analysis and the CNO Award for Academic Excellence. Prior to reporting to USS KING, Commander Redd served as the Director of the Strategy and Theater Nuclear Sub-Panels of the CNO Executive Panel (OP-OOK). Personal awards include the Meritorious Service Medal ad the Navy Commendation Medal.

Commander Redd is married to the former Donna Ford of Athens, Georgia. They have three children: Anne, Scott Jr., and Adam.
